What is AI Policy Enforcement?

AI policy enforcement is the technical application of an organization’s AI rules at the moment of use: allowing, transforming, or blocking AI interactions according to who is asking, what data is involved, and which model is targeted. It is what separates governance from guidance.

Enforcement has to live in the traffic path. Rules applied after the fact are audits; rules applied before the prompt leaves are controls.

Mature enforcement is graduated: allow with logging for routine use, transform (redact, normalize) for risky content, block with explanation for prohibited use — per team, role, and model.

This ALLOW / TRANSFORM / BLOCK pattern at the conversation checkpoint is how Tokto applies policy.
